the fiscal cliff. with only three days to go, our next guest says it's not falling over the cliff we should be worried about, it's how much the landing is going to hurt. brian mcginnis is the head of the campaign to fix the debt, president of the committee for responsible budget and joins us this morning from washington. maya, good morning. what do you mean by that? what are you trying to say when you talk about the landing hurting the most? >> well, the point is that the fiscal cliff is a deadline and it's an important deadline that's there to help us focus on getting a big debt deal. the sad state of play is that it appears they're not going to be successful in that. they're not going to be able to replace the cliff with a big, comprehensive debt deal that's big enough to help fix the fiscal challenges of the country. but what's even additionally troubling now is that we may actually go over the cliff. and the fact that we are going to, because of partisan fighting, and an unwillingness to tackle these challenges, do something that is really going to harm the economy and harm all of us. i

. whether those lines are used repeatedly over the next few days to reach a fiscal cliff deal is anybody's guess. joining me now for our daily fix, nbc's kelly o'donnell is live on capitol hill. kelly, i want to start with you. senator scott brown just tweeted out to all his followers that he was getting on a plane heading to washington. the president has apparently sent over a new deal to the senate. what can you tell us about this new fiscal cliff deal that president obama has sent over to senator leaders? >> well, the power of social media to get the word out. gop sources say in the conversation with the president, he indicated that he does have a bill he would like to bring forward to the hill today. they have not seen that. it would be a package to deal with averting the fiscal cliff. we can infer from that with what the president said before he went to the family vacation in hawaii that he wanted something that would be scaled down, not a massive grand bargain that would protect the current tax rate for people who earned less than $250,000 a year or perhaps a different figure if th

in this is the first battle. they want to win the war. they don't want to get totally bruced in this fiscal cliff situation. they're willing to buckle a little bit on rates right now but ultimately when they talk about the debt ceiling, they think they can some other things they can attack 37. >> sam, is the obama white house this good? is this divide and conquer? >> well, first of all, no, they're not that good. and, you know, it's ironic because had boehner taken that last offer that obama gave him, one that would have changed the benefit structure for social security, it would have ended up fracturing the democratic base in some respects. a lot of progressives were upset the white house was even going there. they thought he didn't need to make that concession. a lot of this is the house republicans' own fault they're in in corner. they could have taken a deal, could have take an deal in the summer of 2011 which would have been more favorable to them. they didn't do either. >> if obama is coming out and from what we're hearing he's not making a real offer. he's coming out with $250,000 staying

was 75 years old. harris: new information now on the so-called fiscal cliff. if congress and the president can not find a solution most americans will see thousands of additional dollars taken out of their paychecks next year and on top of that you will be paying even more at the grocery store. for example, no compromise means milk subsidies will end. and the cost for a gallon of milk could double. dominic di-natale has latest details from los angeles. so, dominic, has the fiscal cliff crisis gotten so bad that even the price of milk is being affected? >> reporter: certainly is, harris. can you imagine milk hitting six to eight bucks a gallon? we're heading toward that because a new farm bill stalled in congress. under a archaic 1947 law, unless the new bill is passed by december 31st, the government will be forced to buy vast quantities of milk at twice the wholesale rate. two bills are in congress. the senate passed one for $23 billion in savings. the house is looking to enact 35 billion. the sticking point the full house of representatives hasn't approved the bill. >>

up hope on the next week? >> no, i think there could be a deal that will avoid the fiscal cliff. but it will be a short-term deal, not a big deal. it will kick the can down the road on the important issues. like let's assume the president got the entire increase on the top 2%. that's only $400 billion. where is the next $800 billion going to come from? nobody's decided. those are tough issues. is it going to be meaningful entitlement reform? meaningful reform of the health care cost curve? are we going to do something about military spending? robert gates says we can take $80 billion a year out of the military budget. we're not going to do that. but are we going to do something meaningful? those are the issues. all we seem to have done, even if we pull it out in the last week, we kick the can down the road on the very important long-term issues. >> so if this is really a blown opportunity, to borrow your phrase, how does the campaign to fix the debt's mission change? or does it stay constant as we kick this and move it into the new year? >> we're constant. we're back there bangi
